        If that were true the answer proposed is also wrong.

        In either case they did not say the rope burns at a different rate, they said inconsistently.

        My answer is actually better now that I think about it. You've two measuring sticks rather than one.

            Yes inconsistently has to mean it can burn 80 percent of its length in 30 seconds and then burn the other part for 59 minutes and 30 seconds. Anyway I don't care about this question.
