    What kind of made business rates paying in 10 installments with the 1st installment being slightly different in value to the other 9???

    You don't pay business rates on a garden shed.

    I imagine that if the total bill doesn't equally divide into equal amounts, the first will have to be a different amount.

    You should get out more, getting worked up about how a bill is split up is someone who is just looking for something to moan about.
