That's why you can have been meetings to discuss drug policy, assisted suicide, gay marriage (in the past), repealing the ban on fox hunting, etc.

This isn't Putin's Russia. People are allowed to talk about illegal topics, otherwise there would be no way to build policies that try to amend them.
