Peoples republic of the M25!
Major sea-port, major airport, easily defined border, some of the world's best restaurants, theatre ,and entertainment, some of the world's finest educational institutions, enormous cultural diversity, and more commerce than you could shake a stick at, what's not to like?
Should probably annex a couple of the home counties though, for a bit of agriculture -
