What is the purpose? Is it they wanted to grow but struggled to get new members? Have they outgrown contractors?

I suspect they have, they must be able to double their subscription base with the self employed which will no doubt include all of the building trade

TBH the more space I can put between my company and the self employed, the better I like it.

It gives them something that they can talk about at the AGM and say "we accomplished something". Which would make a change from saying "we spoke to someone and they ignored us".

Or "we annoyed someone, now they won't talk to us"

I think they've moved on from being a contractor's union fighting IR35 to being a lobby group for the self employed and small business owners since that sector has grown over the last few years.

They've spotted some more cash cows, so are renaming themselves so they can go milking.

Fair enough. They saved me a fortune so I'm happy to pay the fees, especially since it also pays for all the other benefits.
