Will an agency ever go to the extent of arranging fake interviews ?

One of my friends caught a Glasgow based agency with 'their pants down', while using usual ‘fishing techniques’. Now they arranged a tele-conf interview with a ‘consulting company’. Very suspicious interview as there wasn't any question from the interviewers!. Interview talk was just about information on their new project & one minute talk on my friend's experience!! After that one of the interviewers concluded the interview by saying ‘he is happy with what he heard from my friend!

Will any agency go to the extent of faking interview to save their ‘reputation’?

Fishing exercise almost certainly,,,,,or a bored agent who probably has been found out and kicked out by a frustrated agency boss by now!

Could it be they were trying out the 'contractor with permie benefits' model on him?
I couldn't give two fornicators! Yes, really!

Sure, they get up to all sorts but I wouldn't jump to conclusions because clients can be really odd too.
