Seems to me that it's up to the client to decide which agency (if any) to work with going forward. I imagine it's not uncommon for a person's CV to land in front of a client more than once from different sources, they must have a procedure for handling this, even if it's just a matter of which one came first...

Yeah it's called "The Bin".

I would have waited until both of them sent you the technical tests and made up an excuse not to complete one of them. That agency then shouldn't put your CV forward to the client.
