So what does "That position is on hold" really mean?

Is this a recruiter's way of saying: "your CV didn't get picked so sod off bothering me"?

It means exactly that. The role is on hold normally means they dont have the money to pay for it, the project is on hold, it's not signed off, they need more time or you're a reject candidate and the agent doesn't have the cojones to tell you so.
