As I am fairly new contractor I have a question regarding the end of my contract, which ends at the end of October. It has already been renewed once, hoever, I am not expecting it to be renewed again as they will not raise my rate. When do I start looking for my next contract, is is too soon now?

Now is not too soon to *start* looking, but it's toot soon to expect an offer.
IME Jobs fall into 2 categories:
1) those which require someone to start tomorrow, or perhaps next week.
2) Jobs which are on/off/on/off/on over a number of weeks (or months).
Being 6 weeks from end of contract you will not get offered the jobs in the first category for now, but if you apply now one in the second category will come back in about 6 weeks and offer you an interview (I think the longest anyone waited to do this to me was 12 weeks, of course I was then unavailable).
