Only in the UK have I seen other countries labour forces being actively incited to work over the local, tried and tested talent. It is truly incredible to me. And I suspect the business arrangements our government have discretely facilitated under 'globalisation' are now too entreched.. My feeling is that the current ICT situation is as much about reducing IR35 'avoidance' (by over supplying the market, and therefore supressing freelance acitivites) as addressing any perceived skill shortage. Yet with their subtle pay arrangements in place, I doubt these new guys even pay the taxes a local UK worker would have to.

I witnessed precisely the same thing in 2001 in the states.
Some contractors I knew who had easily obtained steady work for 20+ years were being forced to train imported sub-continent "talent" that was being brought in at a 3 to 1 ratio. At the time, the work as all being performed onshore. The training was their final task.
Most have never worked since ( unless you count work delivering mail or driving a school bus ).
