My guess would be that the manager didn't like you or didn't want you for the job but didn't have the guts to tell you himself.
Either that, or he was trying to bypass the agency to cut costs and then got pissed when you involved them.Still InvoicingComment

Would you really want to work for a client who gets upset if you actually communicate with them? Honestly, the guy sounds like one of those over-stressed-and-can't-handle-it types if he runs to HR to complain about an SMS. The type that would take three or four weeks just to sign off your timesheets. Know what I mean?Comment

sounds like manager has had his backside skelped. His offer to you probably didn't account for the agencies fee's.
Maybe the project was pulled, maybe they found someone cheaper etc.
You were told it was "for budget reasons". What's more to discuss???Comment
