With many agencies requesting copies of passport photos, and referee names just to register. The information agencies hold is increasing (bank details, ni no, passport images, names, addresses, phone numbers) the way they use, store and distribute the information it is not properly regulated. Considering the few agents who use desperate tactics and morals to get leads, it would not surprise me if some ventured into criminal activity. Anyone inclined to use fewer agencies or consider adding some kind of watermark to scanned passport photos? or precautions you take when divulging information?

This is simply solved...
Listen carefully...
DON'T GIVE THEM ANY INFORMATION IF YOU'RE JUST REGISTERING WITH THEM.
Only give them bank and reference details after you have been offered a job and don't give passport photos until they've sent you their policy on Data Protection and you're being security cleared....
