    Mailman: hmm, what has everyone and his dog been talking about with regard to this wonderful piece of legislation, huh?

    That's right: the opt out.

    I'll entirely agree with you that IF YOU WERE OPTED IN to this legislation then the restraint of trade would be unenforceable. However, most agencies will have nothing to do with you as a contractor unless you opt out; simply to protect their business interests.
