Yes...as a permie...
Yes, I worked at LTSB for 22 years as a permie and they were extremely flexible over working hours (they've won all sorts of awards for their Work/life balance initiatives).
When it comes to contractors, I know that in the Group IT departments they had a purge to get everyone on to a Professional Working Day and only supplied through Ajilon I think.
I would expect that if you're getting resistance (could you elaborate on what the specific 'inflexibility' issue is?) it's probably down to your specific line manager.

Hi,
My last gig was contracting for Fujitsu on the LloydsTSB account (support monkey role), I would agree with the last post that the permies working for Lloyds Group IT depts had a good flexi time policy but on the fuji side it was non existant. Guess it depends who u are contracting for and in what capacity!!The answer is neverComment

I'm there at the moment, seems pretty flexible to me. Nothing about it on the contract and although on the first day I was told that generally they expect you there 9-5, I was also told they are quite flexible on this and only if I was to deviate majorly would I have to inform anyone. I've seen people regularly get in at 10am etc. Personally I am normally in quite early, but the actual time varies day to day.Comment
