I'm due to start a contract next Tuesday, but the agent hasn't given me a draft contract yet. Should I be worried?

Worried, No - they are often admin-adverse animals who will avoid sending this out if they possibly can.
Should you start? I wouldn't, I would say to the agent, "No written contract equals no start", if it is an admin issue it will come by return.

I know someone who phoned his agent on the morning a new gig was due to start to ask where to report to, only to be told "er, the jobs gone!".
If you have no paperwork for a new gig then I wouldn't turn up, and tell the agent (and client) why. You have had no opportunity to scrutinize the paperwork and if you start work you will be treated as though you have accepted the terms. That is what I would do.
I am more relaxed over renewals and don't treat the lack of paperwork as a reason not to be on site. Current gig started 2nd of January, paperwork was finally sorted 17th January, but I have worked at the same site for the same agent before.Comment

I never turn up without a contract, as you are accepting their terms and conditions.
The reason I tell the clients is that there is no contract, so I would not be insured to be on site, and nor would they be. Not sure if that's right or not, but the client won't run the risk.
Put the blame firmly on the EB for not sorting the paperwork out, but make sure the client hears your side of the story first.Comment

Wouldn't be too worried, you will soon get the paperwork when you say you won't start without it.
