training for the 21st century

Hi,
I'm currently out of work and my skillset is looking a bit pre 21st century mostly mainframe COBOL, CICS DB2. I'm looking to get some training in web technology with a view to a business analyst contract.
Has anyone got any recommendations on good training course companies.
Is UK IT Training any good?

Has anyone gone through this process already and what courses did you find most useful?

Can I get any grants from anywhere?
Does the Govt provide anything for unemployed wannabes like me?
