Try the FREE software from a bank such as NatWest. I've not had to actually produce a business plan (yet) but it looks like the template approach you asked for - but possibly too much detail

check on the microsoft office website. I remember seeing some templates on it for startup businesses (cashflow, 3 year projection, etc)
