    If any entity anywhere in the world processes or controls the personally identifying data of a living EU resident then they must comply

    So...

    US citizen living in Europe has data processed by a Russian firm in Moscow - they must comply

    UK citizen living in USA has her data processed in Droitwich by a UK entity - no need to comply under GDPR
