    usually a tender is published in response to a "request for tenders" document or similar. Just make sure you clearly cover all points raised in the "request for tenders" document... even if some of the answers are just: figures/examples for this cannot be released until more detail about the project is known.

    The format of the tender, if you don't have one already, would do best to follow the format of the original request.
