With the Comprehensive Spending Review underway and budgets being cut anywhere between 20 and 60%, I think it is just wishful thinking on behalf of the agent, and perhaps him trying to justify the small base salary to his manager.

I can understand the first part of what you've put, but the second part has nothing to do with it. This was just a case of a sort of a young chav who says 'dunno' instead of "don't know", can't talk properly, and probably would give them a heart attack if they had to do an honest days work. Along with an attitude (although not rude), of 'couldn't give a toss about this job', 'couldn't give a toss about answering your questions', and 'are you gonna apply for this vacancy or wot' sort of behaviour.
If that person had been working for me, I'd of sacked them.
