    If it does, it will come at a high enough price tag to contractors to make sure Hector's share isn't smaller than it has been.

    It could still be beneficial, of course, depending on how much certainty contractors got and what it cost them to get it. Might be bad for QDos and IPSE, in the long run, if the uncertainty were removed.
