Why is it ok for a private citizen to meet ambassador of a foreign hostile country in private to discuss some deals?

There is no legitimate reason to meet ambassador of of sworn enemy of UK without presence of Foreign Office officials - in fact that should be basic requirement for anybody who is fooking stupid enough to get in business with countries like Russia.
