      Some people scoff at the very idea of EMP causing any significant harm

      But after the Starfish Prime test in the early 1960s, streetlights were knocked out in Hawaii a thousand miles away!

      Also, since those early days of crude devices, the type and even direction of energy released by a nuke can be tailored. So a deliberately gamma-enhanced high-altitude blast would cause a far larger EMP.
