      It's a judgement call and depends on sector etc.
      In my sector, pharma, I have no doubt it's Europe - much of the pharma ecosystem is simply following the EMA to the Amsterdam-Brussels corridor.
      I've halted my British citizen application after the brexit vote. £1200 through the drain, but it will be worth it. I will now keep my EU citizenship with a permanent residency card in the UK
