I've said from the beginning of this brexit tulip that Gibraltar is going to be an issue at some point. they're only looking at the NI/ROI border, but when Gibraltar gets locked down the tulip will really hit the fan. If the British want to be tax resident in a foreign country (Spain, in this instance) they will need to get a work/residence permit and apply for permission, just like any other third country. And just like EU citizens have to here.
