If 52% of people can fail a simple multiple choice test with one correct answer from a choice of two, there is little hope they will be able to meet successfully more complex cognitive challenges.

If you delve a little deeper you will see that the 52% actually passed the binary test as they were the ones that got the outcome they actually voted for.
