VAT Refund when "Tax Paid"

Not quite contracting related....

A lot of yachts are Tax Paid as they were bought and VAT paid at the time of purchase.

If a company now buys one of these yacths for business use - can the VAT paid by the original purchaser be reclaimed somehow?
