Flat Rate VAT

With the VAT rate coming down from 17.5% to 15%, was there any mention of a reduction in the Flat Rate VAT percentages?

As an IT contractor paying 13% I will just about break even. Fortunately I'm not a labour-only builder paying 13.5% as I would have to pay more to Mr VATman than I collect in!

Its gone down to 11.5%
