Members of the panel. There is only one 100% legit way of working in Belgium if you are resident here (resident for tax is basically here for more than 183 days and/or registered with LIMOSA/The Commune), and that is to declare 100% of your income into Belgium and get raped for tax and Social Security.

All the ManCo systems/schemes/dodgy setups involve some method or other of hiding/concealing/making invisible some of your income and paying it to you offshore or, deferring payment to a later date.

Belgium subscribes to the mantra that all Worldwide income must be declared. So, even if you salt it away somewhere you are supposed to tell them where and how you did it. The BTA will then decide if that's OK. I suggest most ManCos will not be too supportive of this approach

The iTecs NI system may no longer hold water in Belgium so ask an accountant!

Deferred income schemes typically involve your cash being put into a pension fund of some description and when you leave say Belgium, and de-register but, before you land somewhere else, you take the cash. Problem with these systems is you don't have access to the cash until you leave. There is also a risk that the scheme may fold and you loose all of it.

Most folks of course use one or other of these systems otherwise, few career contractors would ever work in Belgium unless rates where double what they are now. Problem is with the Connexions tax investigation the agencies have got spooked, some locals have exposed themselves and are being hung out to dry, and other ManCos are now running scared of being next on the BTA hit list.

If you do use a ManCo, use one that has no commercial activity directly in Belgium. Do not transfer or use any foreign source income in Belgium other than cash. Get a good accountant, and not one affiliated with the ManCo! Keep your nose clean and fingers crossed.

      ITECS witholding payments

I am due to be served termination of contract. ITECS are witholding my dividend payments without notice and without any reason put forward.

I advise anyone not to use ITECs they are acting ilegally. You work, clock your hours and they fail to pay, what more is there to say about a company who are contracted to operate your payroll.

There are heaps of these 'management companies' operating in Belgium who all do similar things. Pay the tax (unless you can spend less than 183 days in the country) but you do have options re: the social security using the E101.

They keep holding back dividend payments . They appear to pay the salary part ok but not the dividend part.

They dont save you much in fact about 10%-15% so these sorts of hassles are very annoying. I also cannot get any printout of last years tax figures as these are passed to another agency. As these are not submitted until end 2009 they dont seem interested, even though they are working on my behalf.

Also the Parker Woods parent group appears to have vanished from their website, be aware.

Similar experience here. I requested to go on 100% Belgian taxation - it seems clear that all the clever schemes from the Mancos would not hold water in the long term. I am contracted as an employee of ITECs - this is confirmed by the two official payslips I have received. ITECs have been witholding their monthly fee (OK) plus a "dividend/fixed company" tax (Not OK), neither of these items shows up on the official payslip although they do show on the monthly income statements, a Word doc from ITECs.

As I don't receive a dividend I am mystified by this deduction from the gross. Latest story from ITECs is that this is a tax imposed by the Belgian government and is calculated as 12% of the gross + COLA and is agreed in return for "favourable treatment in being granted expat status". I have asked to see the documentation that ITECs received from the BTA that communicates how this tax shall be calculated - no information forthcoming yet.

Does anyone know if there is a statutory body in Belgium which is charged with investigating complaints regarding unauthorised deductions from the payroll by the employer? I know that in the UK these things are normally handled by an employment tribunal. Is there an equivalent in Belgium?

                  The brand name is ITECS.

The legally registered names are published, along with the company registration numbers and VAT numbers.

Just to add some balance, I did over a year with ITECS in NL and had no problems at all, paid on time, paperwork up to scratch (as far as I could tell).

When it was Itecs there didn't seem to be any problems and everyone I had checked with recommended them. Since the Parker Woods take over it does seem to have gone to pot. Two of the customer service reps that I've been dealing with have since left the company and from speaking to my agent and some others at the agency I am not the only contractor using Itecs that is having problems getting money from them.

There are some good staff still there, but it seems that they are either in the minority or being held back from doing their job by being reliant on others.

I would not recommend them at the moment and would advise to use anyone else but them.
BEWARE ITECS or Parker Woods otherwise you will be double TAXED. All Thanks to Parkers Woods. I was investigated by UK TAX office fro 3 years due to Parkers woods providing inaccurate information to UK TAX office..
