VPN's and split tunnelling in iOS

I've got a client who client who is claiming they can't allow iOS devices ( specifically iPads) on the corporate wifi network because they cannot force them to use a VPN rather than the open wifi. My understanding is that the IPSEC client implementation in iOS does enforce the VPN for all traffic but I'm wondering if there are any kinks under the hood that might cause problems and effectively allow split tunnelling to happen.

Anyone got any experience with this?
