That's easily fixed, allow people to rep more often and with less having to spread rep around, that or just get admin to do the needful.

The only flaw in the rep system is the anonymity, if people were held accountable of the rep they give it would stop all the piss taking and bickering

The whole issue neatly summed up in one sentence, IMHO.
