Conduct regulations and an umbrella company

More a lurker than a poster... I am going start a contract role and will be going through Giant. Does it make a difference if I opt in or opt out of conduct regulations as I will be employed by Giant Umbrella? If there is a difference, which is best and why? Also what would the consultancy employing...

I've received a contract from an agency that is automatically opted out of the Agency regulations. I never chose to opt out (I want to opt in) and have obviously already been introduced to the client. The agency is saying that NONE of their other contractors have ever asked to be opted in and they can't...
