LA International email “mandating” additional qdos review costs

Pretty much as the title says. Anyone contracting through LA International get the email “mandating” extra IR35 fee’s that are not in any contacts. What’s the thoughts on legality of this? I review all my contacts anyway. Just more interested in “email” becoming binding...
