Up until now it has generally been good to have the deliverables specified in the contract as that shows you are brought in to do a specific piece of work. But going forward this might be bad? This is all a mess and can't go on. IPSE drop your stupid FLC plans and try to focus on what's important.

He's stating that as contracts tend to specify a fair bit of the how, where, when and maybe some of the why that a measure of Direction and Control exists.
It's true it's unavoidable , but the definition of the words Direction, Control and Supervision are so flexible, woolly and undefined that frankly they have whatever meaning and intent HMRC want them to have.

Now if the sainted bunch of incompetent clowns that label themselves IPSE want to at least appear to have ever added any value then establishing a definition for those terms might at least be a start.
