    Interesting write-up - it that it seems to nicely and relatively simply lay out why this is (or would be) such a complete and utter mess.

    As just one example, the part about exempting part of the journeys of a working that goes first to a 'depot' before going to other sites sounds like something that, it the situation were on the other foot, HMRC themselves would call a 'contrived structure designed solely for the purpose of tax avoidance'.
