In the past I have used various combinations of
- MusicBrainz tagger for identifying completely untagged tracks
- MP3 Tag Tools for renaming, organising files based on the tags
- Tag&Rename for tagging and renaming, getting tags from filename and vice versa, editing tags
- TigoTago for checking and correcting, rewriting tags
These days I do pretty much everything using MediaMonkey
- Edit tags, download tags from internet, and artwork
- Rename and auto-reorganise based on tags
- Auto playlists
- Sync to Ipod
- Means I don't have to go near itunes which I can't bear.

Tried them both and Tagscanner was just way to hard.
However, it did give me an actual product name to google and see what else was around and found this which seems to be a bit simpler

Can anyone recommend utilities for cleaning up MP3 files and tags and fixing missing album, artist and song name tags?
