Canny help you on a programming side, but on the infrastructure side there are specialists firm that proviode low latency links from market data/ and into exchanges, and firms that trade purely on strategy on high frequency trading systems.
Actually, that's a good buzz word to check out - high frequency trading sort of sums up what it's all about. Think it's also being investigated by the US gov these days, as some firms seem to have an unfair advantage ...
