    Track in Time

You might want to check out www.trackintime.com. It is a fairly new web application where you can plan your project and monitor the progress and keep track of the time spent by your project members. You have the ability to generate pdf and excel reports based on time spent by resources in your organization. It is not open source per say but it is free to use as long as you don’t mind ads.

Not open source and not sure how expensive it is but in my permie job years ago we ran about 150 resources on this http://www.wallchart.com/en/products/default.asp
and I always thought it was very good.
