Siebel.
Oracle.
(But I guess that might not class as "cheap / free")

No experience of it myself, but how about Microsoft Dynamics CRM.
With regards to cost, it used be included in the subscription to Microsoft Action Pack.

Customisable CRM for Plan B
Any ideas?
Store customers details - name address etc, attachments.
Link customer to 'resource' (customer may have many resources & resources may have many customers)
Store resource details automatically link resource to customer
Task list against customer / resouce - reporting o/s tasks etc.
Customise fields / reports.
Also would be good to print a semi-standard pack of documents from one click with customer address and requirements from certain fields...
Also cheap / free would be nice....
I can use Excel but don't really know Access or any other DB.
Had a look at ACT but can't really see a way of linking resource to customer and vice versa - which is a major goal.
I'm trying to make the admin as easy as possible so I can run plan 'A', plan 'B' and study for my MBA at the same time!!!
Cheers!
