I use this live linux distro. I've used it a few times to set dual boot linux/windows.

Boot from the CD and you get to use gparted which works quite well if I remember correctly. QTParted was also quite good:

I use Acronis True Image for disk backups re-sizing and moving to another disk.
I would backup the contents of the disk first though.

It is not free but is a good product. I also use it for upgrading a laptop hard disk to another larger one.

So why not just delete the Vista Partition and create a new partition for any data and new programs for XP?

I assume by "open source" you mean "free" but were just too embarrassed to say? Or did you specifically want the source code to build it yourself?

I've never found any good free partition managers (and I have looked).

But for a purchase product I can recommend Paragon Partition Manager (currently $80 but that's as nothing compared to your new Dell)

Any open source resizers that you recommend for XP?

I was dual boot XP and Vista until I got the XP drivers for my Vostro soundcard. Now that is sorted I want to ditch the Vista partition and reclaim it for the XP partition so that I can install my .NET sp.
