Crude VOIP system

Does anyone know if there is in existance a system that uses normal lines through 2 or more modems and can route voice between PC's ?

The picture below shows the outline of such a system.

I have looked and am unable to find such a system - Is it worth paying some Indians a few bowls of rice to write one ?
