Building CTI applications with Visual basic

I am reaseaching building a small CTI application.

The basic idea is - having 3 or more telephones which are linked to a server. The CTI application needs the record the amount of time spent on each phone and charge accordingly.

I would be gratefull if anyone can point me in the right direction for info on hardware/OS/software. I do not have to use Visual basic either.
