As the off payroll rules apply to payments made to PSC's then it follows that it is the timing of those payments which is relevant, not payments to agency's.

All comments in the 5,387 previous threads on the matter suggest that the money needs to be in your company account by 5th April. A lot of people are lining up payments so that they are received before the 6th of April but if the above legislation is for PSB -> Agency/consultancy and you are deemed inside IR35, then could you be flagged and action taken to chase you and worse leave you open to retrospective action?

Intermediaries Legislation - Payment dates
The particular part of the intermediaries legislation I have a question for is the following:
"The reform applies to payments made on or after 6 April 2017, including payments made for contracts entered into before that date.
Where work is completed before 6 April 2017 but the payment is made on or after 6 April 2017, the rules will still apply."
At which point in the payment chain is this for? PSB -> Agency or Agency -> YourCo. ?
