    Oh, I am in this position too. There is a significant 5 figure overpayment on my account, it’s been there longer than a year and they won’t return it. I don’t have outstanding APNs but I do have open years. I’ve given up! It was said to me however that my local MP would be the best route.

    HMRC holding on to self Assessment overpayment

    I have a couple of pre 2010 open years and outstanding APNs. With the last SA I ended up with a bit of overpayment and when asked for refund, HMRC are not processing as there are the APNs outstanding.

    Anyone experienced this, and can HMRC really refuse to refund an unrelated amount?
