    That sort of minor admin error is very unlikely to render the notice invalid.

    There is provision within the administrative rules for such minor issues to be ignored for so long as the room for possible misunderstanding is limited.

    The grounds for issuing an APN are very specific and consequently the grounds for making a representation are similarly specific.
