Typical of Mr Osborne to "overlook" a serious piece of trouble-making in his Budget summary.

The Budget proposals will still have to go through the normal process before they become law (i.e. readings in the Houses of Commons & Lords, and committee stage in the Commons) - and this where the 'Direct Recovery' proposals were shot down last year.

(BTW - The last statement is usually described generically as "clutching at straws" ) :-)

Direct recovery of debts

These new powers for HMRC were proposed in the Budget last year (April 2014) but the proposals were quietly dropped during the committee stages of the Finance Bill in July.

I think there is very strong chance that the proposals will be included again in the Chancellor's next Budget this Summer. Unfortunately, there will be less opposition this time round (due to the Government majority) so I think it's more likely than not that the proposals will make it into law later this year.

I am new on the forum but have looked around and cannot find any discussion about the HMRC proposal on Direct Recovery of Debts. This would blow APNs away surely?

There was a HMT consultation with banks and building societies last year about how HMRC could best take money from accounts without the account owner's permission. Most responses were along the lines of this is immoral, but HMT have just answered the specific points. So for example, the freezing period moved from 14 days to 30 days.
