Basically, enough is enough - there is zero need for "tax heavens" for anything other than tax evasion, cut them off banking system.

The apposite translation is that they don't want their tax cattle/sheep forcing them to engage in tax competition, they'd rather just bleed every possible drop out of us, so they're going to try their darndest to keep us fenced in, even while their Rome collapses. Good luck to them, I say. They'll need it.

This sort of thing will always begin with the bogeyman of corporations and the 'rich' and gradually be extended to everyone.
