    Like who? The hiring manager at clientco?

    Maybe he was very bright and talented, good at impressing people personally so didnt feel the need to have a good CV.

    A well-written CV that truly reflected the persons abilities might open more doors.

    Sometimes the person can't answer all the points on a well-written CVs.
    Conversely, someone who is clever and engaging is let down by a mediocre CV.

    A few minutes in the phone, and you can judge whether someone is "saleable" to clientco.

    There are a myriad variations and subtleties to this game.
    It's not just black and white, 0 and 1 logic, Spock.
    It's a people game.
