    Cranfield get money from industry but the industry doesn't have to be in the UK so it's likely Tata have just paid for the course or in other words it's a misleading headline.

    Scholarship programme created in partnership with the Foreign & Commonwealth Office to focus on cyber security and public policy :----- 1st paragraph, last time I looked the FCO was part of UK Government funds wasting mechanism.

    The detailed course will be developed by Cranfield University. ;----- Bit further down, Cranfield are a UK University with Government and industry funding.

    I'd say it's at least in part if not substantially UK funded.
