Skimming the report at http://www.wired.com/threatlevel/2013/08/black-budget/, one finds on page 5:

In addition, we are investing in target surveillance and offensive CI [counterintelligence presumably] against key targets, such as China, Russia, Iran, Israel, Pakistan, and Cuba.
The Israelis won't be happy to find themselves included in that list.

Although no doubt their motives and priorities differ, aren't they supposed to work hand in glove with the US, as allies like the UK?
